D\u2019o\u00f9 l\u2019importance de la promesse de Mark Carney de rendre le logement abordable pour toute la population. Cette promesse se concr\u00e9tisera par l\u2019interm\u00e9diaire de Maisons Canada, une organisation dont la mission est de fournir de nouveaux logements abordables, rapidement et \u00e0 grande \u00e9chelle. Il s\u2019agit d\u2019une approche bienvenue\u2009; pendant trop longtemps, nous avons construit de mani\u00e8re inad\u00e9quate, tant sur le plan du nombre que de l\u2019accessibilit\u00e9.<\/p>\n<p>Mais une question essentielle demeure\u00a0: abordable pour qui\u2009? Si la r\u00e9ponse est \u00ab\u2009tout le monde\u2009\u00bb, nous devons avoir une conversation franche sur la mani\u00e8re d\u2019atteindre cet objectif.<\/p>\n<p>La majorit\u00e9 de la population est pr\u00e9occup\u00e9e par le probl\u00e8me du logement et elle estime que le\u00a0<a href=\"https:\/\/abacusdata.ca\/canadians-want-housing-policy-reform-highlighting-the-need-for-faster-development-and-innovative-financing\/\">gouvernement f\u00e9d\u00e9ral a un r\u00f4le important \u00e0 y jouer<\/a>. Or, nous savons que le march\u00e9 peut fournir des logements abordables \u00e0 un grand nombre de m\u00e9nages, en location ou en propri\u00e9t\u00e9.<\/p>\n<p>Pour beaucoup d\u2019autres, ce que le march\u00e9 offre ne sera pas abordable. Par exemple, le loyer moyen d\u2019un appartement de deux chambres \u00e0 coucher \u00e0 Halifax est de<a href=\"https:\/\/www.cmhc-schl.gc.ca\/professionnels\/marche-du-logement-donnees-et-recherche\/marches-de-lhabitation\/rapports-sur-le-marche-locatif?selected=halifaxDiv\">\u00a01707\u00a0$<\/a>. Or, un m\u00e9nage a besoin d\u2019un revenu annuel de 68\u2009280\u00a0$ pour se le permettre, sans compromettre sa capacit\u00e9 \u00e0 payer d\u2019autres biens essentiels. Mais, \u00e0 Halifax, plus de\u00a0<a href=\"https:\/\/www12.statcan.gc.ca\/census-recensement\/2021\/as-sa\/fogs-spg\/Page.cfm?Lang=F&amp;topic=5&amp;dguid=2021A00051209034\">40\u00a0% des m\u00e9nages<\/a>\u00a0gagnent moins que cela.<\/p>\n<p>Le d\u00e9fi est encore plus grand pour les Autochtones. Alors que 17,9\u00a0% des m\u00e9nages autochtones ont des besoins imp\u00e9rieux en mati\u00e8re de logement, ce n\u2019est le cas que de 11,6\u00a0% de l\u2019ensemble des m\u00e9nages, ce qui refl\u00e8te des in\u00e9galit\u00e9s syst\u00e9miques.<\/p>\n<p>C\u2019est l\u00e0 qu\u2019intervient le logement communautaire. Ce secteur comprend, au Canada, les coop\u00e9ratives de logement, les fournisseurs \u00e0 but non lucratif et les organisations de logement autochtones. Ce type d\u2019immeuble ressemble aux logements locatifs du march\u00e9, mais ce qu\u2019il offre est fondamentalement diff\u00e9rent, \u00e0 savoir la s\u00e9curit\u00e9, l\u2019abordabilit\u00e9 et une communaut\u00e9.<\/p>\n<p>Ils fonctionnent sur une base non lucrative ax\u00e9e sur leur mission\u2009; il n\u2019y a pas de r\u00e9novictions, de ventes d\u2019immeubles ou d\u2019augmentations indues des loyers.<\/p>\n<p>Presque tous utilisent un mod\u00e8le de mixit\u00e9 des revenus, avec des loyers qui conviennent aux m\u00e9nages \u00e0 revenus faibles, modiques ou moyens, et qui sont globalement inf\u00e9rieurs aux loyers comparables du march\u00e9. Cela s\u2019explique par le fait qu\u2019ils sont sans but lucratif et que les investissements publics compensent le co\u00fbt \u00e9lev\u00e9 de la construction.<\/p>\n<p>Les solutions de logement communautaire autochtone utilisent, quant \u00e0 elles, une approche \u00ab\u2009pour les Autochtones, par les Autochtones\u2009\u00bb, en tirant parti de l\u2019expertise des fournisseurs autochtones travaillant dans les collectivit\u00e9s urbaines, rurales et nordiques. Or, ces organisations doivent avoir les moyens d\u2019agir.<\/p>\n<p>Pour que Maisons Canada r\u00e9ussisse, il faut accorder la priorit\u00e9 au logement communautaire. Cela implique la cr\u00e9ation de nouvelles coop\u00e9ratives et organisations \u00e0 but non lucratif et l\u2019ajout d\u2019un mandat \u00ab\u2009pour les Autochtones, par les Autochtones\u2009\u00bb pour les solutions de logement dirig\u00e9es par les Autochtones dans les communaut\u00e9s urbaines, rurales et nordiques. Non seulement nous aurions davantage de logements abordables, mais nous<a href=\"https:\/\/chra-achru.ca\/economic-necessity\/\">\u00a0stimulerions<\/a>\u00a0\u00e9galement<a href=\"https:\/\/chra-achru.ca\/fr\/necessite-economique\/\">\u00a0la productivit\u00e9 \u00e9conomique<\/a>.<\/p>\n<p>Les premi\u00e8res organisations \u00e0 but non lucratif et coop\u00e9ratives ont \u00e9merg\u00e9 au cours des ann\u00e9es\u00a01970 et 1980. Elles \u00e9taient souvent de petite taille et se concentraient sur les op\u00e9rations. Au cours de la derni\u00e8re d\u00e9cennie, cependant, le secteur du logement communautaire a d\u00e9velopp\u00e9 une expertise consid\u00e9rable en tant que promoteur et propri\u00e9taire.<\/p>\n<p>Aujourd\u2019hui, partout au pays, les fournisseurs de logements communautaires proposent des solutions audacieuses et \u00e9volutives.<\/p>\n<p>Ainsi, en Colombie-Britannique, le Community Land Trust (CLT) s\u2019est appuy\u00e9 sur une approche de portefeuille pour stimuler la croissance de l\u2019habitat coop\u00e9ratif. Aujourd\u2019hui, le CLT compte plus de 40\u00a0coop\u00e9ratives dans son portefeuille, avec plus de 2\u2009600\u00a0logements occup\u00e9s et 800\u00a0autres logements en d\u00e9veloppement ou en construction.<\/p>\n<p>En Ontario, l\u2019Ontario Aboriginal Housing Services (OAHS) utilise \u00e9galement une approche de portefeuille pour construire 1\u2009200\u00a0nouveaux logements sur 22\u00a0sites. L\u2019OAHS propose ainsi des logements abordables et culturellement adapt\u00e9s aux populations autochtones.<\/p>\n<p>Toujours en Ontario, Indwell a rapidement \u00e9largi son portefeuille de logements supervis\u00e9s, d\u00e9montrant qu\u2019avec les bons partenariats, les promoteurs \u00e0 but non lucratif peuvent fournir des logements tr\u00e8s abordables qui soutiennent, \u00e0 grande \u00e9chelle, la sant\u00e9, la dignit\u00e9 et la stabilit\u00e9 des personnes.<\/p>\n<p>C\u2019est ce type de solutions que Maisons Canada doit acc\u00e9l\u00e9rer.<\/p>\n<p>Partout au pays, les organismes communautaires ont de nombreux projets pr\u00eats \u00e0 d\u00e9marrer. Mais ces derniers sont aujourd\u2019hui en suspens, car les programmes f\u00e9d\u00e9raux existants sont \u00e0 court de fonds et on ne sait toujours pas comment ils s\u2019int\u00e8grent dans le programme de Maisons Canada.<\/p>\n<p>Laisser ces projets en suspens serait une occasion rat\u00e9e co\u00fbteuse, d\u2019autant plus que\u00a0<a href=\"https:\/\/www.theglobeandmail.com\/real-estate\/article-builders-buy-less-land-amid-slow-new-home-market\/#:~:text=There%20are%20already%20worrying%20signs,the%2022%2C253%20apartments%20that%20began\">les promoteurs<\/a>\u00a0priv\u00e9s\u00a0<a href=\"https:\/\/www.theglobeandmail.com\/real-estate\/article-builders-buy-less-land-amid-slow-new-home-market\/#:~:text=There%20are%20already%20worrying%20signs,the%2022%2C253%20apartments%20that%20began\">se retirent<\/a>\u00a0actuellement en raison de l\u2019incertitude \u00e9conomique. La possibilit\u00e9 d\u2019une r\u00e9cession est en effet au c\u0153ur de leurs pr\u00e9occupations. La crise financi\u00e8re de 2008 nous rappelle que l\u2019une des\u00a0<a href=\"https:\/\/www.budget.canada.ca\/2009\/pdf\/budget-planbugetaire-fra.pdf\">principales mesures de relance du gouvernement f\u00e9d\u00e9ral<\/a>\u00a0a consist\u00e9 \u00e0 investir dans la construction et la r\u00e9novation de logements communautaires. Cela a permis de cr\u00e9er beaucoup de logements et d\u2019emplois.<\/p>\n<p>Pour \u00eatre cr\u00e9dible, Maisons Canada doit se concentrer sur le plein potentiel du logement communautaire et reconna\u00eetre le leadership des organisations autochtones en int\u00e9grant \u00e0 son mandat l\u2019approche \u00ab\u2009pour les Autochtones, par les Autochtones\u2009\u00bb.<\/p>\n<p>Continuons \u00e0 construire ensemble.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>R\u00e9dig\u00e9 par\u00a0: John Gordon (directeur g\u00e9n\u00e9ral, Logement Coop\u00e9ratif National Autochtone Inc.)
