Les recommandations budg\u00e9taires de la FHCC au gouvernement f\u00e9d\u00e9ral soulignent principalement le besoin de cr\u00e9er de nouveaux fonds cibl\u00e9s pour d\u00e9velopper davantage de coop\u00e9ratives d\u2019habitation et de logements sans but lucratif dans le cadre d\u2019un volet \u00ab\u2009hors march\u00e9\u2009\u00bb de la Strat\u00e9gie nationale sur le logement (SNL).<\/p>\n

La FHCC appelle \u00e9galement \u00e0 un renforcement du soutien au loyer pour les m\u00e9nages \u00e0 faible revenu vivant dans des coop\u00e9ratives, ainsi qu\u2019\u00e0 des changements cl\u00e9s dans deux programmes de la SNL.<\/p>\n

La SNL a produit des r\u00e9sultats concrets pour les Canadiens, notamment gr\u00e2ce au soutien au loyer, au financement des r\u00e9parations et \u00e0 la construction de nouveaux logements dans les segments des loyers du march\u00e9 et hors march\u00e9. Mais \u00e9tant donn\u00e9 que les Canadiens \u00e0 revenu faible et modique sont les plus touch\u00e9s par la pand\u00e9mie et que les logements du march\u00e9 sont de plus en plus hors de port\u00e9e, nous pensons que le moment est venu d\u2019\u00e9largir la SNL, en ciblant le d\u00e9veloppement de logements hors march\u00e9, y compris des coop\u00e9ratives d\u2019habitation.<\/p>\n

Nous pensons qu\u2019investir dans des logements hors march\u00e9 \u00e0 grande \u00e9chelle permettrait :<\/p>\n

    \n
  1. d\u2019\u00e9liminer de mani\u00e8re significative la voie vers l\u2019itin\u00e9rance<\/strong>, que les Noirs, les Autochtones et d\u2019autres personnes de couleur vivent de fa\u00e7on disproportionn\u00e9e\u2009;<\/strong><\/li>\n
  2. de stimuler la reprise \u00e9conomique, <\/strong>\u00e9tant donn\u00e9 l\u2019important effet multiplicateur \u00e9conomique de la construction de logements\u2009; et<\/li>\n
  3. de lutter contre les changements climatiques <\/strong>gr\u00e2ce \u00e0 des am\u00e9nagements compacts \u00e0 logements multiples qui r\u00e9duisent la d\u00e9pendance \u00e0 la voiture et la consommation d\u2019\u00e9nergie par m\u00e9nage.<\/li>\n<\/ol>\n
