Comme cinq autres coop\u00e9ratives d\u2019habitation d\u2019Ottawa, elle a \u00e9t\u00e9 construite sur un terrain lou\u00e9 par la Ville pendant 55\u00a0ans, soit jusqu\u2019en 2032. <\/p>\n<h3>\u00c9valuation de la propri\u00e9t\u00e9<\/h3>\n<p> En 2017, le conseil d\u2019administration et le gestionnaire de la coop\u00e9rative ont d\u00e9cid\u00e9 d\u2019examiner attentivement l\u2019\u00e9tat de la propri\u00e9t\u00e9. Gr\u00e2ce \u00e0 une subvention de la <a href=\"https:\/\/www.cmhc-schl.gc.ca\/fr\/\">SCHL<\/a>, la coop\u00e9rative a command\u00e9 <a href=\"https:\/\/fhcc.coop\/services\/gestiondesactifs\/une-gamme-complete-de-services\/\">une \u00e9valuation de l\u2019\u00e9tat du b\u00e2timent<\/a> (\u00c9\u00c9B).  Une fois achev\u00e9e, en 2018, l\u2019\u00c9\u00c9B a montr\u00e9 que l\u2019enveloppe du b\u00e2timent de la coop\u00e9rative \u2013 le rev\u00eatement et le stuc &#8211; devait \u00eatre remplac\u00e9e. La coop\u00e9rative avait \u00e9galement besoin de nombreuses nouvelles fen\u00eatres et portes, de moderniser les cuisines et les salles de bain, et de refaire le pavage et les trottoirs. <\/p>\n<h3>Un nouveau pr\u00eat hypoth\u00e9caire<\/h3>\n<p> <a href=\"https:\/\/fhcc.coop\/wp-content\/uploads\/2020\/11\/Coady-1.jpg\"><\/a>Le conseil d\u2019administration et le gestionnaire de la coop\u00e9rative savaient que d\u2019autres coop\u00e9ratives avaient recours \u00e0 un nouveau financement hypoth\u00e9caire pour moderniser leurs propri\u00e9t\u00e9s, et ils ont appel\u00e9 la FHCC pour en savoir plus. La coop\u00e9rative a accept\u00e9 que la FHCC pr\u00e9pare un plan de gestion des actifs (PGA) pour examiner les options de la coop\u00e9rative.  Le PGA a \u00e9t\u00e9 achev\u00e9 en septembre 2019. La Coady Co-op pouvait se permettre un nouveau pr\u00eat hypoth\u00e9caire pour r\u00e9aliser imm\u00e9diatement la plupart des travaux n\u00e9cessaires. Il fallait plus de 5\u00a0millions de dollars pour moderniser la coop\u00e9rative et rembourser le pr\u00eat hypoth\u00e9caire existant. Ces am\u00e9liorations feraient une \u00e9norme diff\u00e9rence dans la qualit\u00e9 de vie des membres et permettraient \u00e0 chaque m\u00e9nage d\u2019\u00e9conomiser sur le chauffage en hiver. <\/p>\n<p style=\"text-align: left;\"><a href=\"https:\/\/fhcc.coop\/services\/financement\/\">L\u2019\u00e9quipe de la FHCC charg\u00e9e du refinancement<\/a> a mis au point une offre de pr\u00eat hypoth\u00e9caire avec la <a href=\"https:\/\/www.firstnational.ca\/fr\/accueil\">First National Financial<\/a>. Cette proposition pr\u00e9voyait un nouveau pr\u00eat hypoth\u00e9caire de 5,7\u00a0millions de dollars, assur\u00e9 par la SCHL. \u00c0 cette \u00e9poque, le taux d\u2019int\u00e9r\u00eat devait \u00eatre d\u2019environ 3,5\u00a0p. cent, une \u00e9conomie consid\u00e9rable comparativement au taux fixe actuel de 8\u00a0p. cent que paie la coop\u00e9rative.<\/p>\n<p> \u00ab\u2009\u00c0 la fin de 2019, ce pr\u00eat semblait une solution facile\u2009\u00bb, d\u00e9clare Dave Howard, gestionnaire de programme, Services financiers, \u00e0 la FHCC. \u00ab\u2009Nous avons beaucoup d\u2019exp\u00e9rience dans les nouveaux pr\u00eats hypoth\u00e9caires de ce type, et il \u00e9tait assez simple pour la coop\u00e9rative d\u2019aller de l\u2019avant et d\u2019effectuer le travail.\u2009\u00bb <\/p>\n<h3>Le bail foncier ajoute des complications<\/h3>\n<p> Mais le nouveau pr\u00eat hypoth\u00e9caire durerait seulement jusqu\u2019en 2055. La Coady Co-op a d\u00fb demander \u00e0 la Ville d\u2019Ottawa de prolonger son bail de 2032 \u00e0 2060, ajoutant cinq ann\u00e9es suppl\u00e9mentaires au pr\u00eat hypoth\u00e9caire exig\u00e9 par tous les pr\u00eateurs hypoth\u00e9caires.  Le personnel municipal a soutenu les plans de la coop\u00e9rative, mais a d\u00fb suivre des politiques strictes quant \u00e0 la valeur des terrains lou\u00e9s. Dans ce cas, le bail ne pouvait pas \u00eatre prolong\u00e9 jusqu\u2019en 2060 sans un paiement de plusieurs millions de dollars, montant beaucoup trop \u00e9lev\u00e9 pour la coop\u00e9rative. <\/p>\n<h3>Une occasion inattendue de pouvoir acheter leur terrain<\/h3>\n<p> <a href=\"https:\/\/fhcc.coop\/wp-content\/uploads\/2020\/11\/2020-02-14-Coady-land-sale-scaled.jpg\"><\/a>Deux semaines plus tard, la Ville a surpris la coop\u00e9rative en lui offrant de lui vendre directement le terrain, sous r\u00e9serve de l\u2019approbation du conseil municipal et de l\u2019\u00e9valuation du terrain. Le personnel a estim\u00e9 le prix du terrain \u00e0 un peu plus de 3\u00a0millions de dollars. La coop\u00e9rative devra toutefois garantir que les logements demeureront abordables jusqu\u2019en 2032, lorsque le bail existant aura pris fin.  C\u2019\u00e9tait une excellente nouvelle pour la coop\u00e9rative, qui a toutefois soulev\u00e9 de nombreuses questions chez les membres. La coop\u00e9rative pouvait-elle se permettre d\u2019augmenter son nouveau pr\u00eat hypoth\u00e9caire \u00e0 plus de 8\u00a0millions de dollars\u2009? Est-ce que cela signifierait une augmentation des droits d\u2019occupation\u2009? Moins de r\u00e9parations\u2009? La First National Financial accepterait-elle de fournir un pr\u00eat aussi \u00e9lev\u00e9\u2009? La SCHL serait-elle dispos\u00e9e \u00e0 fournir une assurance hypoth\u00e9caire\u2009?  Comme le temps pressait, le conseil d\u2019administration de la Coady Co-op a d\u00e9cid\u00e9 de faire une offre conditionnelle pour acheter le terrain. La coop\u00e9rative proc\u00e9derait \u00e0 l\u2019achat, \u00e0 condition que les membres acceptent, que la First National fournisse un pr\u00eat hypoth\u00e9caire plus \u00e9lev\u00e9 et que la SCHL accepte de l\u2019assurer.  Les consultants financiers de la FHCC ont r\u00e9p\u00e9t\u00e9 leur analyse en utilisant de nouveaux chiffres qui incluaient l\u2019achat du terrain. Heureusement, les taux d\u2019int\u00e9r\u00eat avaient baiss\u00e9 \u2013 le pr\u00eat hypoth\u00e9caire plus \u00e9lev\u00e9 \u00e9tait possible si la p\u00e9riode de remboursement \u00e9tait prolong\u00e9e \u00e0 40\u00a0ans. La First National a accept\u00e9 de se charger du nouveau pr\u00eat. Les membres de la coop\u00e9rative se sont r\u00e9unis de nouveau. Ils \u00e9taient enthousiastes \u00e0 l\u2019id\u00e9e de poss\u00e9der le terrain et ils ont appuy\u00e9 sans r\u00e9serve le nouveau plan.  En f\u00e9vrier 2020, le conseil municipal d\u2019Ottawa a vot\u00e9 en faveur de la vente du terrain. <\/p>\n<h3>Collaboration avec la SCHL<\/h3>\n<p> Pendant que la SCHL \u00e9tudiait le volet de l\u2019assurance, la Ville a g\u00e9n\u00e9reusement accord\u00e9 \u00e0 la coop\u00e9rative une prolongation de son calendrier de 90\u00a0jours pour l\u2019achat du terrain. Puis une autre prolongation, et encore une autre. Au fil des semaines, la FHCC a \u00e9galement exprim\u00e9 son soutien \u00e0 la coop\u00e9rative, en offrant \u00e0 la SCHL l\u2019engagement d\u2019aider la coop\u00e9rative si le besoin s\u2019en faisait sentir. Enfin, en juin 2020, la Coady Co-op a appris la bonne nouvelle que l\u2019assurance hypoth\u00e9caire serait disponible.  Le 1<sup>er<\/sup>\u00a0ao\u00fbt 2020, pr\u00e8s d\u2019un an apr\u00e8s la premi\u00e8re r\u00e9union des membres de la coop\u00e9rative pour envisager un nouveau pr\u00eat hypoth\u00e9caire, l\u2019accord a \u00e9t\u00e9 conclu. La Ville a re\u00e7u 2,8\u00a0millions de dollars pour le terrain, le pr\u00eat hypoth\u00e9caire existant de la SCHL a \u00e9t\u00e9 rembours\u00e9 et la coop\u00e9rative disposait de plus de 3\u00a0millions de dollars pour r\u00e9parer et am\u00e9liorer sa propri\u00e9t\u00e9. En septembre 2020, toujours avec l\u2019aide de la FHCC, la coop\u00e9rative a embauch\u00e9 un chef de projet et se pr\u00e9pare aujourd\u2019hui au d\u00e9marrage de la construction. <\/p>\n<blockquote><p>C\u2019\u00e9tait une exp\u00e9rience extraordinaire pour nous tous.\u2009Le niveau d\u2019expertise dont ont fait preuve toutes les personnes impliqu\u00e9es \u00e9tait presque incroyable, tout comme la capacit\u00e9 \u00e0 trouver des solutions aux obstacles qui semblaient insurmontables.<\/p><\/blockquote>\n<h3>Travailler ensemble<\/h3>\n<p> \u00ab\u2009C\u2019\u00e9tait une exp\u00e9rience extraordinaire pour nous tous\u2009\u00bb, d\u00e9clare Tom Heyerdahl, pr\u00e9sident de la Coady Co-op. \u00ab\u2009Le niveau d\u2019expertise dont ont fait preuve toutes les personnes impliqu\u00e9es \u00e9tait presque incroyable, tout comme la capacit\u00e9 \u00e0 trouver des solutions aux obstacles qui semblaient insurmontables.\u2009\u00bb  Pour Dave Howard, l\u2019exp\u00e9rience de la Coady Co-op a montr\u00e9 ce qu\u2019on peut accomplir quand un engagement pris avec d\u00e9termination en faveur des coop\u00e9ratives d\u2019habitation durables est partag\u00e9 entre diff\u00e9rents organismes. \u00ab  \u00ab\u2009Nous avons tous d\u00fb faire preuve de cr\u00e9ativit\u00e9 \u2013 la Ville, la First National et la SCHL ont toutes d\u00fb trouver des moyens imaginatifs pour y parvenir. La coop\u00e9rative nous a montr\u00e9 qu\u2019avec de la souplesse et de la patience, chacun peut obtenir un excellent r\u00e9sultat.
