{"id":1902,"date":"2026-02-24T11:48:26","date_gmt":"2026-02-24T18:48:26","guid":{"rendered":"https:\/\/chf-ca.papercrane.ca\/une-penalite-excessive-de-la-schl-empeche-le-refinancement-des-reparations-dans-une-cooperative-dhabitation-locale\/"},"modified":"2026-02-24T11:48:26","modified_gmt":"2026-02-24T18:48:26","slug":"une-penalite-excessive-de-la-schl-empeche-le-refinancement-des-reparations-dans-une-cooperative-dhabitation-locale","status":"publish","type":"post","link":"https:\/\/chf-ca.papercrane.ca\/fr\/une-penalite-excessive-de-la-schl-empeche-le-refinancement-des-reparations-dans-une-cooperative-dhabitation-locale\/","title":{"rendered":"Une p\u00e9nalit\u00e9 excessive de la SCHL emp\u00eache le refinancement des r\u00e9parations dans une coop\u00e9rative d&rsquo;habitation locale"},"content":{"rendered":"<p><span class=\"glossterm\">Le 3 mai 2012 (Brampton) \u2014<\/span> En imposant une p\u00e9nalit\u00e9 \u00e9quivalant \u00e0 cinq ans de paiements d&rsquo;int\u00e9r\u00eats futurs pour un pr\u00eat hypoth\u00e9caire qui n&rsquo;existera plus, la Soci\u00e9t\u00e9 canadienne d&rsquo;hypoth\u00e8ques et de logement (SCHL) emp\u00eache une coop\u00e9rative d&rsquo;habitation de la r\u00e9gion de Brampton d&rsquo;obtenir un accord de refinancement priv\u00e9 qui permettrait d&rsquo;\u00e9liminer des risques financiers des livres du gouvernement et de pr\u00e9server de pr\u00e9cieux logements abordables, soulignent des repr\u00e9sentants de la Mondragon Co\u2011operative Homes Inc. et de la F\u00e9d\u00e9ration de l&rsquo;habitation coop\u00e9rative du Canada (FHCC).<\/p>\n<p>La SCHL exige que la Mondragon, une coop\u00e9rative d&rsquo;habitation de 78 logements situ\u00e9e pr\u00e8s du chemin Kennedy et de la promenade Sandalwood, paie une p\u00e9nalit\u00e9 \u00e9quivalant \u00e0 pr\u00e8s de 140 000 $, ce qui repr\u00e9sente presque cinq ans d&rsquo;int\u00e9r\u00eats futurs complets, avant que la coop\u00e9rative ne soit lib\u00e9r\u00e9e de son pr\u00eat hypoth\u00e9caire. Cette mesure emp\u00eache la coop\u00e9rative de substituer un financement priv\u00e9 et d&rsquo;amorcer des r\u00e9novations dont elle a grandement besoin.<\/p>\n<p>La Mondragon est une des deux coop\u00e9ratives d&rsquo;habitation qui participent \u00e0 un projet pilote organis\u00e9 par la FHCC afin de d\u00e9terminer la possibilit\u00e9 de combiner les pr\u00eats hypoth\u00e9caires existants des coop\u00e9ratives avec de nouveaux emprunts pour cr\u00e9er un nouveau pr\u00eat hypoth\u00e9caire de premier rang qui sera consenti par des caisses de cr\u00e9dit. Les nouveaux pr\u00eats hypoth\u00e9caires couvriront une p\u00e9riode plus longue, afin qu&rsquo;une coop\u00e9rative puisse assumer le service de la nouvelle dette pour payer ses r\u00e9novations et ses remplacements.<\/p>\n<p>\u00abNous sommes sous le choc et d\u00e9\u00e7us de constater que la SCHL exige des p\u00e9nalit\u00e9s excessives \u00e0 l&rsquo;\u00e9gard des logements sociaux\u00bb, a d\u00e9clar\u00e9 le directeur des Affaires de l&rsquo;association \u00e0 la FHCC, Nick Sidor. \u00abSans cette p\u00e9nalit\u00e9 excessive de la SCHL, le projet serait rentable et il pourrait donner lieu \u00e0 un nouveau mod\u00e8le de partenariat public-priv\u00e9, misant sur l&rsquo;esprit d&rsquo;entreprise et la force du mouvement coop\u00e9ratif du Canada. C&rsquo;est un mod\u00e8le de financement novateur qui ne fait pas appel aux imp\u00f4ts des contribuables.\u00bb<\/p>\n<p>En octobre 2011, la Mondragon a re\u00e7u des \u00e9tudes techniques indiquant qu&rsquo;il faudrait investir environ 2,3 millions de dollars dans la coop\u00e9rative au cours des cinq prochaines ann\u00e9es, \u00e0 compter de maintenant, pour r\u00e9nover et modifier la propri\u00e9t\u00e9 de la coop\u00e9rative le plus rapidement possible. La coop\u00e9rative est maintenant pr\u00eate \u00e0 amorcer des n\u00e9gociations avec un nouveau pr\u00eateur priv\u00e9 en vue d&rsquo;obtenir un nouveau pr\u00eat de premier rang d&rsquo;environ 4 millions de dollars.<\/p>\n<p>Toutefois, la SCHL a avis\u00e9 la coop\u00e9rative, par le biais de la FHCC, qu&rsquo;en plus de rembourser le solde du principal de 1,8 million de dollars du pr\u00eat gouvernemental, tous les int\u00e9r\u00eats qui seraient payables \u00e0 la SCHL pendant la dur\u00e9e compl\u00e8te du pr\u00eat de cinq ans doivent \u00eatre rembours\u00e9s avant que la SCHL ne lib\u00e8re la coop\u00e9rative de son pr\u00eat hypoth\u00e9caire.<\/p>\n<p>Le montant demand\u00e9 par la SCHL d\u00e9passe de beaucoup les p\u00e9nalit\u00e9s normales exig\u00e9es pour un remboursement anticip\u00e9.<\/p>\n<p>\u00abNous sommes pr\u00eats \u00e0 payer une p\u00e9nalit\u00e9 raisonnable pour le remboursement anticip\u00e9\u00bb, a d\u00e9clar\u00e9 la pr\u00e9sidente de la Mondragon, Nadine Wisdom. \u00abNous demandons \u00e0 la ministre Diane Finley, \u00e0 notre d\u00e9put\u00e9e Parm Gill et \u00e0 la mairesse de Brampton Susan Fennell de nous aider \u00e0 obtenir un traitement \u00e9quitable en vue de surmonter cet obstacle bureaucratique dans nos efforts pour obtenir l&rsquo;autonomie financi\u00e8re et la s\u00e9curit\u00e9 d&rsquo;occupation pour tous nos membres. Nos repr\u00e9sentants politiques devraient \u00e9galement \u00eatre pr\u00e9occup\u00e9s par le fait que la position ind\u00e9fectible de la SCHL a une incidence directe sur la cr\u00e9ation de nouveaux emplois \u00e0 Brampton en emp\u00eachant la r\u00e9alisation de notre projet de r\u00e9novation de plusieurs millions de dollars\u00bb, a indiqu\u00e9 Mme Wisdom.<\/p>\n<p>La FHCC est la voix nationale du mouvement canadien de l&rsquo;habitation coop\u00e9rative.
